What causes this issue?

Several complaints are locked by one user.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You can run the program by deleting the indicator <ZH>lock all
complaints</>. Complaints are then locked individually, not together,
during processing. However, complaints that cannot be locked are
excluded from processing (error message).
