What causes this issue?

The work item representing the work items selected to be executed
together in the Business Workplace (reference work item), could not be
processed. The return value of the object method executed which was
stored for the work item can indicate the possible reasons for the
error. Please also refer to the long text for error message WL821.

System Response

The action was cancelled, the reference work item selected was set to
error status. The other work items selected remain unchanged.
