What causes this issue?

The delivery cannot be created because the delivery type was not
specified.

System Response

The system needs the delivery type to control further processing during
delivery creation. The delivery type must be transmitted by the
transaction that creates the delivery.

Check the Customizing settings in the transaction if necessary.
