What causes this issue?

The telephone number does not have the correct format for a canonical
number:
[phone] or
+12 7890

System Response

The number cannot be converted.

How to fix this error?

Change the number so that it has the correct format. If the number does
not need to be canonical, the '+' character at the start of the number
must be removed.
