What causes this issue?

The document could not be sent to all specified recipients. You may
already have sent the document to some of the recipients (you can
find this out in the private recipient list).
All resubmissions have been carried out as the document has already
been sent to all recipients either in this send process or an earlier
one.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
