What causes this issue?

You have defined a resubmission with conditions. However, these
conditions are currently already fulfilled.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

The system will not execute the resubmission on the resubmission date
as the conditions have already been fulfilled.

How to fix this error?

Define new conditions or send the document by the resubmission date at
the latest so that the conditions are again not fulfilled.
