What causes this issue?

The policy still contains rules. You can delete this policy, including
all its rules, only if you have the correct authorization for
maintaining rules. You do not have this authorization.

System Response

The policy is not deleted.

How to fix this error?

Contact your system administrator.

Procedure for System Administrators

The authorization object S_IRM_POL with activity 23 (maintain) is tested
before rules in a policy are deleted. Refer to the documentation on this
authorization object.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
