What causes this issue?

delete run for an archive file. Therefore the file status cannot be
"Archiving completed".
The structure fill can only occur for archives and structures whose
fill status is set to "-" or "incomplete".
The structure emptying can only be carried out if there is data in the
info structure. The fill status must not be set to "-".
