    are not allowed to create attributes in SAP systems.

    component PA-BC. State the system, the package, the required attribute,
    and its name.
    If you need a temporary attribute (for example for test purposes), use
    an attribute with "$" as the first character. Such attributes, however,
    must not be transported or delivered. For this reason you cannot create
    them in customizing clients.
