What causes this issue?

Due to changes in the service process, such as changes in the reference
object, contract determination for item &v1& must be run once again. It
is no longer possible to select a contract, however, because the
business transaction item already has status <LS>released</> or
<LS>completed</>.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
