I1 and I2 belong to CI program item I.
If you want to transfer budget from P1 to P2, proceed as follows:
RESET N1:
Return budget from P1 to I1.
Return budget from I1 to I.
Within the CI program structure, budget is always returned to the first
common item - in this case, I.
The value of the distributable budget in I increases accordingly.
Post a corresponding supplement to I2.
Post a supplement from I2 to P2.
The "transfer" thus follows the path P1 -> I1 -> I -> I2 -> P2.
