What causes this issue?

Run ID <LB>&V1&</> contains no employees with ROE forms whose status is
applicable for the process you have selected.
For example, only those ROE records whose current status is
<ZH>Exported</> are applicable for the process <ZH>Import</>.
Therefore, you cannot apply the process <ZH>Import</> to any Run ID
that does not contain an ROE record whose current status is
<ZH>Exported</>. If you attempt to do so, the ROE Workbench issues this
error message.

The ROE Workbench terminates processing.

How to fix this error?

From the ROE Workbench, select Run ID <LB>&V1&</>, then execute the
<LB>ROE History Viewer</> to verify the current status of all ROE
records within Run ID <LB>&V1&</>.
