    A lock was set for the employment tax notification with Elster.
    According to St-ndG 2003, employment tax notifications for persons
    partially liable for tax should only be made with Elster upon request by
    the employee.
    When the tax liability is changed to "Partially liable for tax", the
    indicator for locking the statement with the Elster procedure is set
    automatically. If you want to use the Elster procedure to create the
    employment tax statement for the statement period, remove the lock.
