What causes this issue?

The specified employee group key is validated against the SI primary
attribute in infotype 13. An invalid combination has been found. For
example:
Employee group key 118 requires that the SI attribute also has the
appropriate value 06.

How to fix this error?

Use an allowed value for the employee group key. If, however, you still
want to use the contradictory employee group key, you can override the
warning by using the ENTER key.
