What causes this issue?

This transaction would require a large number of update transactions in
the master data area.
To avoid an excessively high runtime, instead of the update, the system
only creates a list of the personnel numbers concerned, which is stored
internally.
To eliminate inconsistency between the PD and the HR master data, you
must start the report RHINTE30 after this transaction. This creates a
batch input session for the personnel numbers collected. When this is
processed, an update is carried out in Master Data.
Automatic disconnection of the direct update is controlled by the
switch PLOGI PRELU in table 77S0.
