    How to fix this error?

    Responsibility for role maintenance is defined in the view maintenance
    for Table WP3ROLESYS.
    Note that in a system landscape with portal roles, only one system
    should be responsible for role maintenance.
    This message can occur in the following situations:
    The program was not started in the role maintenance system. This is the
    case for example when you want to check if the role transport was
    correct.
    You changed the configuration of role maintenance responsibility in
    Table WP3ROLESYS. Before you change this table, check with your system
    administrator whether this is allowed.
