What causes this issue?

This combination of status and reason in defined in Customizing such
that the processing of the dispute case is transferred to an external
application.
The <LS>Transfer of Dispute Cases</> (UDM_PUBLISH_DISPUTE_CASES) report
program actually performs the transfer.

System Response

After this transfer the dispute case is blocked for manual changes.
