What causes this issue?

There is at least one consolidation group (a) for which the task is
blocked and (b) which contains both consolidation unit &v2& and partner
unit &v3&.
This also can be a top group which contains the consolidation unit and
the partner unit in different consolidation groups.

If applicable, unblock the current task in the consolidation monitor and
execute the task again.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
