What causes this issue?

Consolidation group or unit &V1& is not being used in the current
hierarchy. Therefore, it is not possible to execute tasks for &V1& in
the current period. Therefore, it makes no sense to declare &V1& as a
permanent parameter.

organizational units, or select another organizational unit.
