At present, the sequence of activities is defined globally. The method
intends to change the sequence of activities to ?local.? The newly
loaded sequence of activities does not include all of the relevant
consolidation units; therefore, the existing sequence of activities
needs to be used for the remaining consolidation units. To do this, the
global sequence of activities needs to be converted into local sequences
of activities. This is not possible.
