What causes this issue?

You are using the local activity sort. When this is done and there is
only one activity, the <LS>Stop Here</> indicator needs to be set for
each separate investee unit. However, the <LS>Stop Here</> indicator has
been set for two activities in rows &V1& and &V2& for the same investee
unit.
