What causes this issue?

The current data record is to be assigned to hierarchy level &V1&.
Doing this requires that one or more entries already exist at the next
higher level &V2&.
However, nothing has been specified for hierarchy level &V2& yet.

System Response

The current data record cannot be inserted into the hierarchy.

How to fix this error?

Make sure that the current data record indeed belongs to hierarchy
level &V1&. Check which hierarchy levels were specified in the
preceding data records. If necessary, add another entry to the file for
hierarchy level &V2&.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
