What causes this issue?

The current data row contains the a null value for all key figures.

System Response

The data row may reset existing values depending on the update mode and
the input type.

How to fix this error?

Check whether missing values were intended for all key figures.
If not all key figures of the data row are supposed to contain zeroes,
check the numeric format and the column order of the file.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
