What causes this issue?

User &V1& does not have authorization for transferring files in the
Change and Transport System. For this function, you need at least the
authorization for the value &V2& of the authorization object S_CTS_ADMI
(field CTS_ADMFCT).
This is included by default in the authorizations S_CTS_ADMIN and
S_CTS_EPS.

System Response

The function terminates.

How to fix this error?

Obtain the correct authorization, or ask another user with the correct
authorization to perform this function.
