What causes this issue?

The maximum number of recipients allowed per send operation was
exceeded. The number is defined in the SAP user master.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check how many recipients you can address in your Office user, and then
carry out several send operations so that the document is sent to all
required recipients.
