What causes this issue?

BC Set &V3& contains texts in language '&V1&' (&V2&), which is not in
the system.

System Response

When you save the BC Set, the texts in language '&V1&' (&V2&) are lost.
When you activate the BC Set, this language is not activated.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
