What causes this issue?

The documentation for BC Set &V1& has been saved as a raw version, so
you can still change the differences between the active version (in the
top, locked, editor) and the latest version (in the bottom editor).

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you do not want to make any more changes, you can save the document
in 'active' status, after which you can only make changes with special
authorization in the 'Create/Change Document' function in the
Create/Change BC Set transaction SCPR3.
