What causes this issue?

When the trip is created, default values from HR infotype 0017 are first
read with the system date and selected. If a trip start date is entered
that is not the same as the system date, infotype 0017 must be read
again exactly for the trip date and default values may have to be
updated with the suitable infotype entries.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
