What causes this issue?

A restriction of the number of spool work processes, in the specified
quantity, has been configured for the processing group of output
requests described by the parent node. If the value is equal to the
total number of spool work processes, there is no restriction.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

A maximum of this number of spool work processes is used for requests
for this particular group on this server. Even if more requests for
this group are waiting to be processed and other work processes are not
occupied, these are not processed. Therefore, the minimum number of
spool work processes available for processing requests from other
groups is always at least the difference between the total number of
work processes and the restriction.

How to fix this error?

If this number is not sufficient for the requests of the group
concerned to be processed, the configured limiting value must be
increased. You should note when doing so that the number of work
processes for processing requests from other groups is automatically
reduced. If you do not want this to happen, you must always increase
the total number of spool work processes when you increase the limiting
value.
