What causes this issue?

Creating or assigning pick HUs for the transfer order is not permitted.
A reason for his may be that the transfer order is assigned to a
delivery that is not relevant for the goods movement. However, Pick&Pack
has been activated at warehouse number level and automatic pick HU
creation activated for the movement in the transfer order.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
