What causes this issue?

If a distribution method is active for cost accounting, certain data
may only be maintained in the central system for the controlling area.
Examples include cost center master data, cost elements and activity
types, and the standard cost center hierarchy. Controlling area &V1&
is assigned to logical system &V3& (= central system for the
controlling area), but you are currently working in logical system
&V2&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You can only maintain the required data in the logical system &V3& and
distribute it to local systems from there.
