value for the Hiring Manager in his Organizational Assignment Infotype
(Infotype 0001).

Check that the Hiring Manager has a Personnel Administrator defined in
his Organizational Assignment Infotype (Infotype 0001).
Another option would be to change the customizing entry on how the
Recruitment Officer is determined. This can be found in the IMG under
Manager-Self-Service (mySAP ERP) -> Recruitment -> Define Attribute for
Request Scenarios. Select a different entry for Recruiter Logic Type.
