The temporary reference number 00/00000 will be inserted for teacher's
DfES number in TPS Annual return for all records except 'Addiitonal
Contribution details'. For the latter ther number 79/00000 will be
inserted.

How to fix this error?

Fill teacher's DfES number in Master Data if it is known.
