What causes this issue?

Transaction LK is used to stop transactions which were already sent to
UCAS but not communicated to the applicants. The usage of LK is
possible only when a transaction LA or LD exists. If the decision in
the transaction that was sent at the same working day was withdrawal,
conditional offer or unconditional offer transaction LK is valid. If
the decision was rejection transaction LK has to be sent within 14
days.
