    perform the following steps:
    Create two records in the <LS>Additional Payments (0015)</> infotype
    with the <LS>MTDE </>subtype.
    Set the first record to discharge a debt for the inactive tax authority:
    Create the record for the period when the tax authority in question was
    active.
    Enter an amount that equals the debt amount with a reversed sign.
    Set the second record to create a debt for the active tax authority
    Create the record for the current period.
    Enter an amount that equals the debt amount.
