What causes this issue?

an invalid AI carrier. This error may occur for two different reasons:
The company number of the AI carrier of hazard pay scale &v1& is not the
same as the company number of the AI carrier responsible even though the
AI carrier responsible does not use any foreign hazard pay areas.
Annex 7 of the procedure description of the AI notification procedure
(list of AI carriers participating in the procedure) does not contain
the company number of the AI carrier of hazard pay scale &v1& and is not
company number 47009510 (agricultural AI carrier).
