What causes this issue?

An ELStAM notification contains a change for the closed tax year. The
data is transferred to the 'Tax Data D' infotype (0012) but the changes
do not result in a recalculation of taxes for the retroactively
calculated periods in the previous year.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Check whether the master data change for the previous year is to be
included in the payroll run. If the tax is to be recalculated, open the
tax year for the employee using view V_T5D2M.
