  • What causes this issue?

The employer tax number (AGSTNR) provided by the ELStAM notification
does not exist in the table T5D0P. Therefore, the system cannot check
whether the employee's infotype record 'Fiscal Data D' (0012) can be
    updated by the ELStAM notification.

    System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

Check whether you need to make a change to the AGSTNR number in the
    table T5D0P (view V_5D0P_B).
Once you have updated the table T5D0P, import the ELStAM notification
    again.
In connection with a change to the AGSTNR this error message can also
    appear in the following situation:
You have entered the old AGSTNR in subapplication LSTZ and transferred
the new AGSTNR to T5D0P. As a result you still receive ELStAM
notifications or responses to ELStAM notifications with the old AGSTNR
from the clearing house, but that have a valid start date that is no
longer covered by the period maintained in LSTZ. In this case, error 416
    is also raised.
Technical background: When checking for the transfer of the ELStAM
notifications or confirmations from the clearing house, the AGSTNR
contained is searched for in T5D0P. If it is not contained there,
subapplication LSTZ is evaluated using valid from. If the AGSTNR of the
ELStAM notification or confirmation are not there either, the error is
    raised.
Use the AGSTNR contained in the ELStAM notification or confirmation to
check whether the data is for a transfer to the master data. This means
that for the further procedure you need to ensure that the error was
triggered by a change in AGSTNR and that the data is meant for your
    system.
You have two options for resolving the situation:
    (1) Expanding the period of LSTZ such that the AGSTNR is covered by the
    valid-from date.
    (2) Manually transferring the ELStAM notification or confirmation to the
employee's 'Fiscal Data D' (0012) infotype record. You then use RPCE2ZD0
to set the status of the notifications affected that have the status
    "Assigned" to "Processed Manually".
