What causes this issue?

Every venture (JOA) class is assigned to a number range. If the number
range is configured to be internally assigned only numbers are used.
If such a number range is exhausted, the class(es) which are attached
to it cannot be used for new venture (JOAs).

A warning is issued if the last 1 number of a range is being used.
