    called to add a new NCD item to the
    <DS:DE.CRMS4_PS_ITEM_GROUP_GUID>ItemgroupID</> &V3&. The NCD item must
    be assigned to at least one NCD header.
    For
    <DS:DE.CRMS4_PS_ITEM_GROUP_GUID>ItemgroupID</> &V3& a header does not
    exist.
