What causes this issue?

During an initial download or delta download of the object CUSTOMER_REL
the ERP partner roles in the relationship structure are sent from the
ERP system to the CRM system. The partner roles are used in CRM inbound
to determine the corresponding partner functions in accordance with the
Customizing.
If a relationship category was not specified for the relationship
structure, it has to be determined from the partner functions. However,
the partner functions determined from the ERP partner roles have
different relationship categories, meaning that it is not possible to
determine a unique relationship category.
