What causes this issue?

You have changed the requirements date for a planned independent
requirement for material &v1&.

System Response

The system cannot determine any planned independent requirements for
the original requirements date &V2&. Therefore it cannot consume the
requirements for the old date.
Due to the change, the system has created planned independent
requirements for the new date, so that there is a risk that the
requirements may exist twice.
