follows the WBS element you just created. You cannot immediately assign
new WBS elements to a superior position in insert mode. This could lead
to inconsistencies in the status or budget.
The level of the new WBs element &V2& may not be smaller (i.e. higher
in the hierarchy) than &V1&.
