You want to activate the cover eligibility for FM area &V1& in fiscal
year &V2&. However, activation is not possible.
There are 3 possible causes for this:
You are already using a commitment type profile in this FM area and
    fiscal year.
You are using an assignment object in a fund with availability control
    against years.

    System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

Check which of these causes applies and make the following changes, as
    required:
Delete the assignment of the commitment type profile to the FM area &1&
in <LS>Funds Management</> Customizing in step <LS>Assign commitment
    type profile to FM area</>.
Delete all assignment objects in the budget structure of all funds that
    have availability control against years.
Note that both courses of action require a reconstruction of
availability control. To do this, choose <LS>Budgeting -> Tools ->
