What causes this issue?

The maintenance year of manual insurable value &v1& is the same as or
before the last closed fiscal year (&v2&).
You can only change the manual insurable value and the "manual update"
indicator in fiscal years that are still open. You cannot set the
maintenance year to a closed fiscal year.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Undo the change to the manual insurable value and the "manual update"
indicator. Or set the maintenance year to a fiscal year that is still
open.
