What causes this issue?

You entered structure maintenance of an investment program by entering
'to hierarchy level = &V1&' so that only the top position is displayed.
It is not possible to assign new lower-level positions below the top
position by entering level &V1&. The reason is that the system would
have to have read at least one additional hierarchy level in order to
correctly assess the hierarchy information of the new positions you
want to create.
At the same time, structure maintenance does not allow entering new
positions at the same level as the top position.

How to fix this error?

In order to be able to assign the new position below the top position,
either enter structure maintenance
With a 'to hierarchy level' at least one level lower
Or without entering a 'to hierarchy level'
