What causes this issue?

Measures are still assigned to investment program position &V1&. This
is only allowed for end nodes of the investment program (that is, for
investment program positions that do not have any lower-level positions
assigned below them in the hierarchy).
If you now assign lower-level positions to this position, the position
is no longer an end-node position.
At the same time, structure maintenance does not allow entering new
positions at the same level as the top position.

System Response

Assigning lower-level positions to &V1& is not possible, nor can you
assign new positions at the same level as top position &V1&.

How to fix this error?

First remove the assignment of measures to top position &V1&.
