The system is unable to generate the portfolio hierarchy.

are assignments to characteristic hierarchies, then the definition of
the characteristic hierarchies may not be valid. If a filter is
assigned, then the filter definitions may have been changed by a data
transport so that they are no longer valid.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
Generate the portfolio hierarchy manually. See the error log for
information about the causes of any errors that may still exist.
