What causes this issue?

belong to more than one business entity (BE no. = 0, that is, it is not
specified), it cannot be assigned uniquely to one particular tenancy
law.
The business entities associated with the heating system, however, can
be identified from the respective settlement units. This enables you to
determine the applicable tenancy law. However, this is not carried out
with dialog programs.
