  • What causes this issue?

    To be declared, an employee has to get at least a payment and days
    and/or absences. I.e. there must be at least one couple of records
    400-411 (payments: salary, dismissal allowance, ...) and/or 400-450
    (assimilated days).
    Exceptions: the jobstudents (cat. 840) and the early-retirees (cat.
    879) don't have any level 4 records. And an holiday payment can be done
    without that a regular payment is done

    Such employees are not processed further and not declared.

    Check the payroll.
    The Employer Category (RSZCA), the Identification Number to the
    ONSS/RSZ (RSZNR) and the Employee Category (RSZKN) of the mentionned
